NAME: Gensei Inuimi (乾見減生)
GENDER: Male
QUIRK NAME: EVIL EYE
QUIRK CLASSIFICATION:MUTANT EMITTER MUTANT
QUIRK DESCRIPTION: Gensei has a third eye in the middle of his forehead. By default, it is closed. However, when it opens, most that it gazes on seems to lose all colour. Those caught in his vision suddenly lose their stamina and energy and will feel like they are dehydrated to near-lethal levels. Unless supremely motivated (or they have a quirk that would allow them to), those caught in the greyscale Evil Eye area won’t have enough energy to move. However, this quirk will not kill, and leaving the Evil Eye aura will restore your energy and perceived level of hydration, as if they hadn't been in it in the first place. Smaller life, such as plants or small animals, will die much more quickly. Even though the third eye is an eye, he cannot see out of it (yet). Its aura is made from the eye's iris and pupil but not sclera. He has power over when his third eyelid is open, but beyond this no control over the quirk itself. If his eyelid were, say, forced open, he would be in big doo-doo. The aura has a constant output: the larger the iris, the less powerful it is.
The lethargy/dehydration is entirely in the mind and doesn't induce a physical change in the body. Quirks that increase your stamina won't be of use in resisting Evil Eye, but quirks that greatly improve willpower or make you immune to psychic influence will.
QUIRK POWER LIMIT: Using the third eye is difficult and painful, perhaps comparable to staring at the sun (though not quite so painful). It can be used for around 40 seconds before the pain forces his eye shut (or about twice as long in darkness). After this, it would take 3 hours or so to be usable again. If used too much the eye will sting strongly, even after the eye is open. If Inuimi looked into a mirror, his ability would work on himself. It will not work on non-organic materials, does not differentiate friend from foe and has an effective limit of 30 metres.
QUIRK FACTOR:
Power 3
Finesse 1
Stamina 1
FLAW: Oh boy, where to start? Inuimi isn't all that bright. He very strongly dislikes heroes and will needlessly disassociate himself from things affiliated with heres. He dislikes authority of any kind, despite almost having been born to be a lackey. He is quick to violence and believes he's not meant to be good. He isn't used to emotional attachment (except, perhaps, ones of anger) and has no idea what to do in situations requiring a softer touch. He wants to lead, but is effectively incapable of leading. Allergic to cats. Smashes mirrors on sight.
APPEARANCE: The quintessential Japanese delinquent. Inuimi has bleached his hair blond in the pompadour style. He has sarashi over his fists as well as midriff-to-chest, a stolen UA jacket worn over the shoulders as if a cape, brown eyes (though when appearing as a villain he puts in red eye contacts) and a closed third eye on his forehead, the eyelids of which are vertical. When open, it is dark and red and terrible. He wears a black plastic mask over his lower face with a demonic mouth drawn on it in red (when not wanting to be recognised, he'll put the mask over his forehead). Over the sarashi on his chest, a large red eye is drawn. This prone to change, if he ever gets an actual supervillain outfit. He wears loafers (without socks, the absolute madlad) and stolen army fatigue pants which are tucked into his loafers. He is fit and a bit on the thin side, and Japanese.
BACKGROUND: Gensei Inuimi was teased from a young age due to having an ‘evil’ quirk. He wanted to prove them wrong and tried his very best to be a hero and enter UA! Thinking that the fighting was the most important part of heroing, he entered sparring matches with delinquents from other schools to practice and picked up some of (before straight-up joining) their culture. Unfortunately, when it was time for the UA entrance exam, his quirk didn’t work on the robots, his ability only accidentally hindered those also taking it and his attitude was not what a hero's attitude should be. He failed the exam but blamed the school’s administration— and society as a whole— for their bias against ‘evil’ quirks. Falling to the pressure of his detractors, he embraced delinquent culture fully and joined with other like-minded villains... or, at least, he's been trying.

QUIRK TECHNICAL LIMIT: The Evil Eye cannot work if blinded. It cannot affect a target if they cannot be seen by it, if for instance something's in the way. Additionally, the area affected is ripped of colour, allowing people to see the space they shouldn't if they want to avoid the Evil Eye, hence improving their ability to avoid it.
QUIRK FACTOR:
Power 3
Finesse 1
Stamina 1
SUPER MOVE: BALOR COMBO > By opening his third eye for very brief instances while attacking a target with a blunt weapon, Triclops can effectively prevent his strikes from being defended against by weakening his targets at only the most opportune times, all while barely using his eye's ability.
COSTUME: Unfortunately, Inuimi doesn't have the funding to get a proper costume. He wears edgy-looking, delinquent clothes, but with stolen sport equipment and kevlar fitted under for extra protection, so hopefully he can take a hit or two.
EXPERTISE: Inuimi is not booksmart, or just about any type of smart. However, one thing he is good at is fighting, especially with a bat, pipe or crowbar. He isn't exactly a martial artist, but he's good at getting to the punch and whacking people.FLAW: Oh boy, where to start? Inuimi isn't all that bright.
