NAME: Uta Kireina
CODE NAME: SCREECH
Alignment:Villain Student
EPITHET: The Voice of Discord (Note: Kireina is not particularly well known enough to REALLY be known by this but she certainly tries her best to claim it as her own)
AGE: 16
GENDER: Girl
QUIRK NAME: AMPLIFY
QUIRK CLASSIFICATION: EMITTER
QUIRK DESCRIPTION: AMPLIFY allows Kireina to increase the volume of her voice and whistling to an incredible degree, she can easily and often accidentally shatters glass with low end uses of her quirk, the harder she focuses and pushes her quirk the louder she can make her voice. Her most easy use of her quirk is by simply amplifying a scream, at higher levels of amplification this can cause people affected to bleed from the ears, general pain and discomfort, and possible deafness, the higher levels of AMPLIFY on her voice aswell do more than just harm hearing but can also cause physical damage to rock and with enough focus and effort, metal.
All Quirks have raw output and operational or technical limits. Some of these can be subverted (not erased) through Adaptations, but starting characters will be hampered.
QUIRK POWER LIMIT: Extended high level use of AMPLIFY on Screech's voice can cause progressively worse damage to her vocal chords, up to and including loss of voice at which point her ability to actually use amplify in an offensive manner becomes limited to whistling which is itself less effective and also with prolonged use can cause damage to Screech's lips.
Low level use of her AMPLIFY, simply making her voice louder than is generally 'necessary' takes little to no effect on Kireina's voice, higher level use, such as at a level that could harm a person however is not generally sustainable over long periods only allowing her to do so for a few minutes before she begins hurting herself unless she takes a similar amount of time 'resting' her voice, she could at most maintain regular use of her mid range application of AMPLIFY for the course of an hour before losing her voice.
THe highest level use of AMPLIFY, the type that can cause massive damage to a person and even to the general area is almost immediately harmful to her voice, requireing a few moments of resting her voice after each use and even then it will still have done some damage.
Whistleing carries similar limiations though Kireina cannot currently amplify a whistle to a level that cause cause damage similar to her highest level with a scream without IMMEDIETLY damaging her lips to an extent that she cannot continue to whistle, general 'harm to a person' levels follow the same limitations as her screaming/shouting.
QUIRK TECHNICAL LIMIT: Any real efforts to use Amplify in enclosed areas for anything more than speaking loudly will without fail cause massive damage, shattered windows are the bare minimum. Additionally without the use of her DIRECTO-GlOVES Screech has very little ability to limit the area that her screams cover and damage, causing potential issues when trying to attack someone that a friend is near.
QUIRK FACTOR:
Power 2
Finesse 2
Stamina 1
FLAW: OBESSSIVE > Screech can at times get overly attached to certain things and more often certain people to the point of obsession, these obsessions can be exploited by the fact that Screech would do almost anything to 'keep' them to herself and is more likely to back down if they are threatened and she has no way to remove them from that danger. The current object of Kireina's obsession is her Senpai Riley, an upper classman at UA with a (in Kireina's view) Awesomely Dangerous quirk!
APPEARANCE: Using Marnie from Pokemon Sword/Shield as a visual basis for Kireina while I work on getting proper art, she looks generally like this though with a more excitable expression.
BACKGROUND
"Alright miss..." the officer flipped through the papers in search of the young woman's name though she spoke up just as he reached the page with her name "Uta... Uta Kireina" the young girl's gaze kept drifting from the officer to the distance as it appeared she was having difficulty really focusing on him, not entirely surprising considering where she had been found.
"I know this is hard Miss Uta, but we just need to know a bit about what happened, at least what you know" Kireina's gaze remained downcast and she took a few moments before finally speaking "I don't really know what happened, I was out with a few of my friends and when I got home everything was horrible, I saw someone standing over Mother and there was blood everywhere so i... I just started screaming... I was so scared and my quirk it..." Kireina trailed off looking to the officer like she was no longer entirely comfortable continuing.
"It's alright Miss Uta, you were in a terrible situation, you're lucky your quirk is as powerful as it is, the person you described before is a known Villain" the officer did his best to be comforting to the girl and he was pleased to find it seemed to work just a bit as the girl relaxed a bit more in her chair.
He flipped through his notes on the situation, from what they had gathered and what Miss Uta had said it appeared to be a break in gone VERY wrong, the Uta's were a fairly well off family which unfortunately made them a target for possible Villain attacks but during tragically the girl's parents had returned home early and happened upon the Villain. Exactly what had gone on between the Villain and the elder Uta's was unclear due to the sheer damage to the room due to Kireina's quirk.
"I think we can call it a day for now, get you back with your Aunt. We'll be doing our very best to catch the Villain that did this Miss Uta" The officer put a hand on the young girl's shoulder to comfort her and soon after they departed the building.
It was an hour before Kireina was back at her Aunts house, upstairs in her room, she smiled.
Nobody suspected a thing.
She was free her Aunt could barely take care of herself and wouldn't pay her coming and going any mind. In a few days once it was more clear that the police were done asking her the same stupid questions she could meet back up with the others and get started on the next big project!
Starting at U.A. would be interesting, and while it WAS a bit soon after the 'incident' it was easy enough to write off, it was an age old cliche 'young child loses their parents and becomes a hero'
of course usually the child wasn't ALSO the killer.

Quirk Factor refers to the natural characteristics of a Quirk. Power refers to raw output potential of a Quirk. Finesse refers to innate control and manageability. Stamina refers to prolonged use and resistance to negative effects of their Quirk. You have five (5) points to distribute between these attributes. A Quirk might be powerful but lack of Finesse, or have a variety of uses but be exhausting. Eraser Head's Erasure could be 3/1/1, for example; he has a strong ability, but only the one application and a low usage limit. Consider your description and limits when assigning numbers here, as the Quirk Factor will inform all combat.
SUPER MOVE: BANSHEE BLAST > Screech takes in a deep breath and amplifying her voice to it's peak volume unleashed a massive and overwhelmingly powerful scream, the scream creature visible disturbances in the air as it travels and can shatter stone as easily as glass, people caught in its wake can be thrown through the air and potentially deafened by it.
COSTUME: DIRECTO-GLOVES > The gloves of Screech's suit are made of a material that allows them to more finely narrow and focus her vocalizations allowing her to sacrifice how much area her screams can hit to hone in on an individual or specific area.
EXPERTISE: CRIME DOES PAY > Kireina's mother wanted her to follow in her footsteps and excel at a singing career like her, unfortunately that never quite materialized and instead Kireina found herself drawn to the less savory aspects of the world, meeting up with a group of low level villains Kireina discovered a passion and skill at burglary, in a strange dicotomy with her Quirk's abilities and her usual loud nature Kireina can when she wants to become quite silent and there are few locks she cant pick.FLAW: OBESSSIVE > Screech can at times get overly attached to certain things and more often certain people to the point of obsession, these obsessions can be exploited by the fact that Screech would do almost anything to 'keep' them to herself and is more likely to back down if they are threatened and she has no way to remove them from that danger.
